[horde] Horde_ErrorHandler errors

Any other ideas? I don't see anything helpful in INSTALL, as I didn't
install into a separate pear.  Is there anything in horde that assumes your
webroot is /var/www? I grep-ed /var/www, and found it in
horde/lib/tests/webroot.phpt and in several scripts in
/usr/share/php/data/horde/scripts, but I don't know if those are the
culprit.  My webroot is on /srv.
