I'm fairly certain this isn't the problem as I've tried with Firefox
(Linux), Google Chrome (Linux), Opera (Linux), and Internet Explorer 9
(Windows 7). Neither of them display an HTML editor in the email profile
preferences.

The HTML editor works when I compose an email.
