[horde] Perrmissions are empty and tabs of configuration menu are grey and not able to access

Dear list,

currently I fight again two new problems within my horde 5 upgrade  
installation.

1) If I open the administration -> Permision tab, it is completly  
empty and there is no way to add something. What's going wrong?

2) If I open Horde Configuration in the Configscreen I see all tabs,  
but only the general tab is accessiable? I'm not able to access the  
other one.

Any Idea?
