I realized that I used a Horde4-version backends.local.php in which  
the admin-section was a little different from the latest  
Horde5-version. Copying the section from the latest backends.php. To  
make it clear for people who might have the same bug:

Horde4 backends.local.php
'admin' => array(
         'params' => array(
             'admin_user' => 'cyrus',
             'admin_password' => 'cyrus_pass',
             'userhierarchy' => 'user.'
         ),
     ),

Horde5 backends.local.php
'admin' => array(
         'user' => 'cyrus',
         'password' => 'cyrus_pass',
         'userhierarchy' => 'user.'
     ),
