[horde] Issues with Ingo and Dovecot-Managesieved

This is in Imp's backends.local.php, right? Did you change the
backends.local.php for Ingo, too, or just for Imp? Until I changed Ingo's
backend to use sieve rather than imap, I wasn't getting sieve-specific
Filter functionality, such as Vacation auto-replies.
