OK but I have also tried:

pear upgrade horde/webmail

and its also failing with:

horde/webmail is already installed and is the same as the released version 4.0.9
upgrade failed

Under my horde configuration page I see:

Horde Groupware Webmail Edition 4.0.9
A newer version (5.0.4) exists.

Address Book Address Book (turba) 3.0.16
A newer version (H5 (4.0.3)) exists.

Calendar Calendar (kronolith) 3.0.18
A newer version (H5 (4.0.4)) exists.

content 1.0.3
A newer version (H5 (2.0.2)) exists.

Filters Filters (ingo) 2.0.10
A newer version (H5 (3.0.3)) exists.

Horde Horde (horde) 4.0.16
A newer version (5.0.4) exists.

Mail Mail (imp) 5.0.24
A newer version (H5 (6.0.4)) exists.

Notes Notes (mnemo) 3.0.7
A newer version (H5 (4.0.3)) exists.

Tasks Tasks (nag) 3.0.9
A newer version (H5 (4.0.2)) exists.

Tickets Tickets (whups) 2.0.2
Application is up-to-date.

As you can see I have most of my ackages out of date and need updating. Why is
Horde reporting new versions available as shown above (which I believe is normal)
while pear says that the installed version (4.0.9) is the same as the released
version 4.0.9 ????? Clearly the system doesnt understand itself..

BTW, what are the differences between the webmail edition and the groupware?
Since the webmail edition is officially called "Horde Groupware Webmail Edition",
its extremely confusing...
