[horde] Upgrading to latest horde framework

How is this failing?  4.0.9 is the latest version for H4.

That's an H5 version.  There is detailed instructions on how to upgrade at:

Because 4.0.9 *is* the latest version of the package.  PEAR won't (and  
shouldn't) upgrade between major versions unless you explicitly tell  
it to.
