[horde] Upgrading to latest horde framework

This is wrong, unfortunately. PEAR does major version upgrades without  
confirmation.

It's still up to the PEAR installer to determine what's the most  
recent version of the packages you installed. Maybe your PHP version  
is too old, so H4 is the latest version you can run?
