Michael, perhaps I misunderstood, but:

mail:/usr/share/horde-beta# /usr/share/horde-beta/pear/pear -c
/usr/share/horde-beta/pear.conf install -f horde/Horde_Registry
No releases available for package "pear.horde.org/Horde_Registry"
install failed

I also do no see it if I do list -c horde
