[horde] upgrading to horde_core 2.4.0 breaks horde

Looks like I incorrectly marked Horde_Compress_Fast as optional  
instead of required.  It is now required - the existence of available  
compression schemes is now checked in that package instead.

I will release 2.4.1 to fix the packaging error.
