Try using a different backend for Horde_Cache (FWIW, a SQL database is  
not a good choice for a Horde_Cache backend).

Are you sure you have updated the schema for horde_cache?  cache_data  
is a 'binary' field and, as such, there should be no charset checking.  
  You're not using a database from an older version of Horde, are you?
