Well, I don't know how to thank you. I guess sometimes it just takes a  
fresh look at something to bring the problem into the light. I totally  
missed that the prefs.d dir was 664. Once I changed it to 755  
everything worked again with this file present. I guess that dir's  
permissions have been wrong since my first install.
