Probably the serialized folder object, no issue.

This doesn't show any deletion, just a check that says that one of the
changes was a change caused by something the client sent to the
server. E.g., a new contact sent to the server would cause a change to
be detected (a new contact was added) but since it was a new contact
sent from the client, we don't need to tell the client about it.

You can create the ticket, but no promises. It sounds like a client
issue. If the client doesn't want to push a change, there's nothing
Horde can do to force it to.
