[horde] ? Error in approval email being sent to approve new signups

I receive the following email to approve new signups Groupware
5.1.1 updated: 

The links do not work, and removing the %40 (between
the "jimmy" and the "domain.com"or replacing it with a @ doesn't help.


Is this a bug, or perhaps an incorrect configuration somewhere?
