[horde] Question about password reset function.

You need to configure an auth backend which actually does allow adding
users, like ldap, mysql, SOME imap servers.

The lost password feature is presented when you have an authentication
backend which supports it AND * $conf[auth][resetpassword] is set to YES
in /admin/config/config.php?app=horde in authentication tab.

To let users change passwords arbitrarily, install the "passwd" module
and configure passwd/config/backends.local.php
