[horde] appointment time offset in thunderbird

When I insert a new appointment in Thunderbird/Lightning at 9:00 it is
inserted at 8:00 and displayed at 8:00 in Thunderbird.

Thunderbird 24.0
Lightning 2.6b3 (tried different versions)
Horde 5.1.4

The time zones are in Thunderbird and in the Horde web interface set to
"Europe/Berlin".

Is there some apache settings I forgot to set properly?
