If the above is what is in your imp/config/backends.local.php, it  
probably won't work. First you have

     $servers['imap']['disabled'] = true;

but then later on you redefine $servers['imap'] and enable it again.  
Not only is the latter syntax discouraged, you'll now have both the  
'imap' and 'advanced' servers activated. That is usually not what you  
want.

The second thing to check if /usr/bin/spamc on the webserver connects  
to spamd on the mailserver. By default, both will only use localhost  
(127.0.0.1), so you'll have to configure this in their respective  
command lines and/or configuration files (see 'man 1 spamd' and 'man 1  
spamc').
