[horde] Private Address Book Contact not list down when Compose new Email

Thanks for pointing me to the root cause. I notice that when I use file
prefs.local.php, contact on personal address book not list in IMP search. My
solution is use for prefs.php instead and make a backup in case it override
after upgrade.
