[horde] recent GIT ignores tmpdir and cachedir settings

"horde_registry_cache_*" and "horde_autoloader_cache_*" files will  
always live in the system  
(http://us3.php.net/manual/en/function.sys-get-temp-dir.php) temporary  
directory, since Horde's configuration is not available at the time  
those files are accessed/created.
