[horde] turba bug or feature? can set gal in conf.php but not in conf.local.php

just noted (after quite a bit of debugging) that setting

$conf['gal']['addressbook'] = 'lXmryQO4pxuU08q7euTq7w1';

in turba/config/conf.php works as expected, while the same setting in
turba/config/conf.local.php seems to have no effect. is this to be
expected?
