[horde] permissions problem

I just *copied* the old. working database file to the location of the  
just created database.
Still no 'all permissions' node available.

I also tried http://example.org/admin/perms/addchild.php?perm_id=-1
but got an error 'Invalid parent permission'
and the same was written in the logfile:

But no other hints or unusual entries :-(
no ideas...
