[horde] public wiki access

Hello,

I have a horde installation including wicked and public access.  
http://hordehost/wicked do not ask for
login but immediately present wiki content.

Now I like to setup an other instance the same way but I fail. A  
always get a login page.
I compared horde/config/conf.php and wicked/config/conf.php but I saw  
no relevant difference.

Only one item is different: the public wiki run on 5.1.6, the second  
on 5.2.0 if that matters.

-> How do I make a Horde-Wiki public ??
