[horde] Whups install from pear fails

Michael,  thanks for replying and fixing the xml file.  What I ended up
doing was reinitializing the horde pear channel and re-running horde-role
script.  Then installing whups went just fine and I have been using it
flawlessly for 2 days now.

Its a little bit different than your suggestions but did the trick
nontheless...
