[horde] Cannot assign/modify permissions

Hello.
Since last upgrade to Horde 5.2.4 we can not assign or modify permissions
in modules as single *users*.
Kronolith: I know there is already open the ticket #13808 and there is
people working on it. Thank you a lot for that.

Turba, Mnemo, Nag: When I go to permissions page (as *user*, not as
*admin*), the dropdown called u_names (<select> html object) from where I
should select users to share the resource is empty. The same for the
dropdown Groups.
So, users cannot add or modify permissions to their contacts, notes or
tasks.

Does anyone have the same problem?
