What do you mean by the last question?
If you want to use the horde administration page to edit some setup?
Yes you need to login...
You can change options directly in the files conf.php.
But the first time i do recomend that you get the files generated via the
administration page.
And do it for all modules.
Most settings can be kept as default but some must be defined.
First time you save a config the conf.php file is generated
Later on you can start edit by hand...
