On my side nothing has changed. It occurs on two Horde installations.  
Users have proper (show, read, edit, delete) permissions to all  
relevant modules. The cron job is run by root

0-59/2 * * * * root /usr/bin/horde-alarms 2>/dev/null

Anything else I missed?
