I can't reproduce this. I really have no idea how/why the weather  
driver is set to 'null' in the Block code. I don't see any code path  
where this can happen.

This happens only with non-admin users? I don't recall there being any  
weather related permissions (or any other block related permissions  
other than number of blocks allowed, which wouldn't give this error).  
Try clearing server side caches, delete and recreate the block on the  
user's account.

What weather driver are you using?
