[horde] Outlook Android unable to use ActiceSync.

And FWIW, the Outlook app appears to be extremely buggy on Android. A  
Google search will turn up all kinds of error reports, including the  
one I'm seeing which is this. After a successful FOLDERSYNC is  
performed, the client reports that the server is unreachable. I can  
verify the FOLDERSYNC is successful by watching the logs and network  
traffic. Not much Horde can due to work around this broken behavior.
