[horde] Disabling of dynamicmode

In that case, have a look at horde/admin/config/config.php?app=horde  
under the 'User Capabilities and Constraints'. If you set  
$conf[user][select_view] to 'No', you can set $conf[user][force_view]  
to 'Basic'.
