[horde] Problem: Show groups I am not in, but not all

I think the schema of users only being able to see their own groups,  
unless seeing all groups being enabled globally, is pretty straight  
forward, and easy to grasp, once understood by the users.

Being able to set permissions on groups is of course more flexible,  
but in the end even more confusing to the users, I'm afraid.
