[horde] [whups] public tickets suppress group pull down

Hi all,

if you set your whups to accept guest tickets (like bugs.horde.org 
does), there is a pull down displaying the groups.

On my instance, it shows all groups I have defined, even if they have no 
permissions on the whups modules.

Is it possible to hide this field completely or limit the groups to 
display somehow?
