Can someone tell me how to do this?

Check the "$conf['auth']['admins']" setting in conf.php.

if you don't have an entry labelled "Administration" in your gearwheel menu, you're most definitely not an administrator of the Horde system.
Check the "$conf['auth']['admins']" setting in conf.php.

That said, please keep discussions about Horde on the mailing list. I don't do personal Horde support.
