[horde] Configuring new copy of horde

I've installed horde and can get to the configuration screen, but the  
tabs don't seem to display when I click on them.  For example, Database.

I the general tab seems to work, however.

I'm on Ubuntu 21.04.

Apache2 and postgres for db backend.


I looked at this:  
https://www.horde.org/apps/horde/docs/INSTALL#configuring-horde

But this is a git install, so didn't think it applied.

Thoughts?
