This code is called during encryption, not decryption. Going to assume  
neither work for you. Other than verifying that the path to your pgp  
binary is correct in Horde's config, I'd start looking in  
Horde/Crypt/Pgp the command that is sent to the binary is built in  
Backend/Binary.php in the ecryptMessage method. Perhaps something in  
there points you in the right direction.
