Test both ubuntu's builtin and the PPA's 8.3 · horde/bundle at 1dc7a55

Whups is now covered in the basic install tests for the horde bundle. 
This install test is performed both with Ubuntu's native PHP (currently 
8.1) and with the extra repository's 8.3 version.
I will probably expand this automated integration test as time permits. 
Manual testing is just too expensive for standard cases.
