[i18n] International characters breaks

I installed CVS version or horde & imp on RedHat 7.3 with recent rpm
packages of Apache and PHP. The problem is when I change the language to
other than English, the menu appears to have '??' characters instead of
the expected character, eventhough the browser and OS supports the
international characters. Any ideas?
