[i18n] question about zh_CN on RH 7.3

Hi, 
    I install imp on RedHat 7.3, and set lang=zh_CN,but it show me English.
I checked TRANSLATIONS and used locale -a , can't find zh_CN in list.
Is that the reason that can't see Chinese code? and if so, can anyone tell me
how to add zh_CN in locale list in RH 7.3
