[i18n] Fwd: [chora] chinese url show bug fix patch

Hi, Chuck:

  I think he meant that chora can't show files which used chinese words as
their file names in the CVS repository. I haven't applied his patch, but
apparently I can neither read the files nor change directories to those
with chinese file names. The error message is "404 Not Found".
