[i18n] French language doesn't work for me

If I understand correctly your setup, you are typing your commands on your 
system that encodes them in UTF-8 in the database, because your local setup 
is UTF-8. However, I think Horde's pages are shown in your case in ISO-8859-1 
, try changing the encoding with your browser to UTF-8, if things turns out 
to reverse completely (your french content ok but all the french strings from 
horde will show some "?" instead).

I'm not sure about the solution though. Maybe it would be that your locale on 
the system would be ISO-8859-1 instead of UTF-8...
