[i18n] Horde 3.0.2 Japanese display

This may or may not be a problem with Horde itself, but:
In version 3.0.2 of Horde, most Japanese problems seem to have been fixed
(yay!). However, one remaining problem is identification of the displaying
character set for the Horde menus themselves. IE seems to autoidentify the
encoding (EUC) correctly, but Firefox misidentifies the page as being in
Shift-JIS. It can be manually overriden, but that needs to be done for each
page that is displayed, and is impossible for the Compose Mail page, due to it
spawning in a window without an accessible toolbar with which to change
encoding.

Looking at the sourcecode, there is no language meta-data being set, only <html
lang="ja-JP">.  Shouldn't there be a <META HTTP-EQUIV="Content-Type"
CONTENT="text/html; charset=euc-jp"> as well, to allow browsers to correctly
identify the character set being used?
