[i18n] locale-based sort, new suggestion

This isn't really something to change site-by-site, is it? I'd say it's 
not a configuration setting, but I can be convinced otherwise on that.

Of course you can submit a patch for it. An enhancement ticket with a 
full unified diff attached (on bugs.horde.org) would probably be best.
