[i18n] locale-based sort, new suggestion

As u said the imp config.php is not a correct place for this setting.
Because the sort problem for some locales exists in other packages such as
turba, we think that it's better to put this setting in horde nls.php, so
we can use it in any application that is required:
$nls['locale_sort']['fa_IR'] = true;

We submitted an enhancement patch to bug.horde.org, with ticket id: 1970.
This patch works well and resolves the sort problem in locales which have
problem.

We are currently enhancing the sort for other applications such as turba.
