Yes, this is true. The domain is just for Catalan culture and language.

Yes, you can not tie .cat into a specific country but you can tie it
into the Catalan culture so, why don't you show the Catalan flag?
This flag doesn't belong to any country. It just represents the Catalan
culture. The same culture represented by the .cat domain.

I can not see this point. The .cat domain is not for a region. You can
find .cat domains in U.S., Ireland or Japan.
Well, I think you should add the flag for the .cat domain but also the
flag for the .eu domain. But if the domain recognition system is based
on a country lookup databases, it'll be impossible to add both.
I just wanted to help you, but maybe not everybody sees it as a normal
think.
