Well, i'm not sure about official standards for ukrainian content  
encoding, but de-facto windows-1251 (CP1251) encoding is commonly used  
for ukrainian (and russian) web-content. Most browsers (maybe all,  
sufficient to display horde/imp) are capable to correctly display  
windows-1251 now, without interfering with native system  
charset/encoding.
My translations concerns only GUI, not mail message encoding, so there  
should be any problems with mail massages itself.
