[i18n] localization gone after migration

Hey,

i have a horde 3.1.4 installation here, which i moved from an old fedora
core 3 server to a new ubuntu one (hardy-beta for the moment). 

Since then, everything is displayed in English. I read the documentation
at the website and came up with this:

1. output of locale -a seems to be ok. Just to make sure, i also ran
locale-gen and got this output:

Generating locales...
  be_BY.UTF-8... up-to-date
  be_BY.UTF-8 at latin... up-to-date
  en_US.UTF-8... up-to-date
  nl_BE.UTF-8... up-to-date
  nl_NL.UTF-8... up-to-date
Generation complete.

2. Gettext test fails though, as does the further specific horde tests:

# (LANG=nl_NL; LANGUAGE=nl_NL; LC_MESSAGES=nl_NL; gettext tar "Memory
exhausted" )
Memory exhausted

So there isn't any error, but the message is not translated. Same
happens if i try to get php translating some text. It just does not
translate, but without errors i don't really know what to try next.

Any ideas?
