As a matter of fact the difference between nls.php and our  
nls.local.php is the 'language' and the UTF-8 charset which is missed  
for french and spanish. Probably our issue has been caused by having  
added the UTF-8 charset.
Anyway, all works very fine now and horde 5.1 is a great version.
