[i18n] Converting the Czech translation from ISO 8859-2 to UTF-8

Hi,
I would like to propose a change of encoding of the Czech translation
from ISO 8859-2 to UTF-8.
Pros of this change:
- UTF-8 is IMHO currently more widely supported than ISO 8859-2.
- Access keys referring to characters with diacritical marks could be
used, e.g. "_UÚkoly". This is currently not possible and a different
letter must be chosen as an access key, e.g. "Ú_koly", which does not
make much sense.
Cons:
- All the Czech *.po files would need to be converted to UTF-8 and all
access keys would need to be repaired, which is quite error-prone.
Perhaps a script could help to automate this task.
What is your opinion of this?
