Horde CVS Head

Quick question. I went and grabbed the head CVS branch for horde and imp by
using:

cvs -z3 -d :pserver:cvsread@cvs.horde.org:/cvs/horde co -r head horde

cd horde

cvs -z3 -d :pserver:cvsread@cvs.horde.org:/cvs/horde co -r head imp

Now, my question is, in this state, are these packages complete and ready to
run, or do I need to grab other files from another source to add to them.
The reason I am asking, is that it seems like the locale files are missing,
but maybe this has changed between 2.2 and 2.3. Thanks!
