OK; thanks much, Hernan and Kevin, for your thoughts and contributions!  
I've committed as above... I think we'll leave it as "oracle_create.sql"
for now, and if it turns out that two versions are needed we can add an
"oracle7" or something.

Please test that CVS version, if you can, and let me know... I don't have
Oracle 8i set up here so I can't test it myself.  Thanks!

Hmmm... if it were me, I'd want the schema to have the constraints.  I
assume Oracle would allow you to add them in real-time (assuming you don't
have any null fields currently)?
