OK, and you said that you can get in from the command-line, so presumably
your database is running. What does "status" say from the mysql> prompt?
If that's the case, there are two places in the Horde/IMP configuration to
check, to make sure that the host/user/password matches the one that works
from the command-line:
horde/phplib/local.inc
imp/config/defaults.php3
Just double-check that those are correct.
